The gulf countries specialise in extracting or providing oil

A town may specialise in producing something. Amsterdam specialises in producing flowers

A human resources firm specialises in hiring and recruiting services

 

By factory

One factory may specialise in producing tyres and the other factory may specialise in producing handles which are used to make a bicycle

An individual may specialise in teaching english language and another individual may specialise in teaching French
